LUXEMBOURG; March 25th, 2026. Vivansa announced today that Heintz van Landewyck S.à r.l. ("HVL"), part of Landewyck Tobacco S.A., has selected Vivansa's Viictor™ as its compliance Operator to automate the customs & excise-compliance obligations HVL is required to fulfil towards the Luxembourg Administration des douanes et accises (ADA). Implementation activities are running through 2026.
The compliance challenge. Since 1 January 2020, tobacco manufacturers in Luxembourg must order fiscal signs through the ADA's GESTTAB web portal and file the associated customs and excise declarations that follow — customs warehouse entry declarations, daily exit declarations, and weekly declarations of consumption (AC4). Manual daily encoding of this data across the authority's systems is time-consuming, complex and error-prone, and a mistake carries both financial and reputational cost. HVL decided to automate the filing of its declarations to the Luxembourg administration through direct business-to-government data exchange.
The solution. Viictor™ (https://vivansa.com/solutions/viictor/) is an AI-powered compliance operator, running in the cloud, that sits between HVL's ERP (SAP) and the authority's LUCCS customs-compliance system. For HVL, Viictor has been set up as a compliance Operator (base Viictor CT — Core configuration) that orchestrates Vivansa's own compliance services: ViCS Goods Accounting for customs inventory following stock movements, ViCS Declaration Management with B2G connectivity to LUCCS-GESTTAB, and eOUI Declaration Filing (used as-is in Phase 1). Declaration types handled by the B2G interface include the customs warehouse entry declaration, the daily exit declaration, the weekly declaration of consumption (AC4), and bulk entry / exit declarations. Viictor operates as a near-real-time error-detection layer: it applies automatic corrections where possible, and raises a task for authorised HVL customs staff through the Viictor task-management interface when a human decision is needed. The ADA's GESTTAB Trader Portal (NTP) remains available to HVL users for operations not automated in Phase 1 and as fallback.
Approach and timeline. The low-level analysis was carried out from Q3 2025, deliberately sequenced to align with HVL's parallel SAP migration. Implementation activities are running through 2026. The delivery model is SaaS, so value is delivered incrementally rather than in a single big-bang release.
Project objectives. The project's stated objectives include reducing the manual workload on the HVL customs department through automated business-to-government data exchange, lowering the risk of human error, and improving visibility and control through near-real-time monitoring — with the aim of removing the financial and reputational exposure of non-compliance. Once the base Viictor CT is in place, the same set of controls can be extended, with minimal additional implementation effort, to other customs and excise flows (export, import, transit, classification, valuation, origin) and to additional entities, plants or warehouses.
